The Demise of the 28-Point Peace Proposal for Ukraine: How Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency sparked by the introduction of a new 28-point plan for resolving the conflict appeared – momentarily – to have been defused. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: a renewed assault of missile and drone strikes on Kyiv.

The Rhythm of Negotiation and Warfare

The succession of contrasting events captured the bleak nature of the current period. By day, political struggles are conducted: hopeful statements are delivered from different nations. Significant resources is expended on managing specific proposals. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the key method for achieving "peace".

Nighttime Reality

As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is equipped to monitor missile launches from Russian territory, a capability afforded by current data. From witness perspectives, defense planes that had been dispatched to engage hostile guided weapons flew past – sophisticated military planes provided to Ukraine by European allies.

Moments later, Kyiv's anti-aircraft weapons activated: multiple launches targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, presumably provided by partner states. Every launch creates sudden vibrations, rattling buildings. The moment of terror quickly gives way to grim resignation: perhaps the approaching threat won't cause damage this time, protecting urban areas from devastation and another blackout.

Continuous Dangers

Soon after, a heavy machine gun opened up on a unmanned aircraft somewhere nearby, part of a rapid response unit – most likely imported technology. Regrettably, the bullets missed the opposing UAV – it continued its flight toward its target.

Intermittently, this carried on until dawn. Kyiv greeted the daybreak reports: seven people killed, devastation and utility failures in numerous residences as a result of the night's assault. As typically, everyone still went about their day – living the war. But those entire period illustrated Ukraine's essential dependence on Western support – a need that neighboring countries are clearly incapable to replace in the immediate future.

Unsuccessful Negotiations

The comprehensive proposal from American leadership provoked deep reactions, discussion and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.

Every new proposal from US leadership unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually win the battle. This cycle will, certainly, continue.

Political Considerations

It is tempting to accuse specific actors of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. US administration functions according to a assumption understood by experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The US administration believes that it is unrealistic to compel Moscow to relinquish the land that it already controls in Ukraine's south or east.

The issue is that while accepting these circumstances, US leadership does nothing to discourage Russia, through diplomacy or military means, from thinking that the situation will not change more in its benefit in the near future.

Conflicting Perspectives

Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their incentive to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leader remains completely certain in the result.

On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding civilians and areas but preventing a entire defensive failure until conditions improve in its favour.

Present Conditions

Realistically, there are no genuine requirements for a truce. Now, personal considerations are entering the equation: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unsuitable, so that their priority does not move to homefront challenges. And although their objective will now be considerably more difficult after current events, it remains very improbable that this will alter their fundamental strategy.

These two forces are guiding negotiations.

Assessment and Future

It took a just a single week to eliminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, recent disclosures, all achieved their purpose.

While new plans based on previous concepts are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and reflect specific hesitation to modify developments, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, primarily depend on sustained allied backing.
